Question: We are an FFL located in northwest Ohio, with a significant Michigan clientelle. In Michigan, a person with a Michigan CPL does not need to go through a NICS background check when purchasing a firearm. In Ohio, a person with an Ohio CHL does not need a background check when purchasing a firearm. In both cases, in Michigan and Ohio, the background check for the concealed license meets the minimum NICS requirements, so the NICS check at the time of purchase is not required. Our question is – does this allow us to sell a long gun to a Michigan resident with a Michigan CPL without a NICS background check?
